The circuit will be predominantly flat (it will follow the lay of the land but it is not a banked track), is 1.6km long (but has some links so it could be split into shorter sections), 6 metres wide with 3 metre run-off on either side. Not floodlit but has some street lighting. Unlike York it is being constructed without a seam in the middle of the tarmac. The autumn 2016 date on that website is now looking ambitious, Dec/Jan more likely (depending on planning).
Their provisional timetable includes a mix of slots for uni clubs, elite triathlete training, schools, community clubs etc as well as open sessions which would be bookable by public/organisations.
They're going to organise a further consultation with local clubs soon. Club secretaries should receive invitations through British Cycling.
